                                                   What will SB 2843 divert? "Covered Electronic Device" only
 
The purpose of this Act is to encourage diverting of "covered electronic devices" sold in the State by establishing a "covered electronic
device" recycling program.  This program has been limited to computer, computer printer, computer monitor, or portable computer,
with a screen size greater than four inches measured diagonally

        The most current analysis done by e Recycling Kauai we spoke to the 4 major Big Box stores.  The Electronic Manager were
        interviewed.  The stores were Sears Costco Wal Mart and K-Mart.  Sears and Costco estimated that there sales are about 50
        televisions a week.   Wal Mart estimated there television sale at about 35 a week.  K-Mart estimated about 15 sold each week.
        The estimated sales of television on Kauai is 150 per week or per year 7,800.     
 
                For each television sold we can assume that one is discarded into the Kekaha Landfill and if we say the average television
        is about 40 pounds.  That is a yearly rate of 312,000 pounds that goes into the Kekaha Landfill. 
 
        Residential Television on Kauai ONE PER HOME 28,321
        (7,800 TV sold per year / 28,321 one TV per home = .2754) sales of television is about 28% on Kauai per year.
 
        How can this be?  150 televisions a week so many televisions, how many do you have in your home? In our home
        we have 4 televisions can someone be without a televisions? Now go to Sears at the Kukui Grove Center and count the
        flat screen televisions on display.  I counted 100 now how do they justify having so many televisions on display, because
        they sell that many.  Go to Wal-Mart how many flat screen televisions do they have on display? Again I counted over
        60 plus about 5 older CRT.  Again the question why?  Because that is what they sell and have you looked at the other
        electronic at Wal-Mart? 
 
        Remember that I am only counting the number of homes (28,321) on Kauai I have not included any Commercial sites,
        hotels, most business on Kauai will have at lease one computer and maybe a television.  These commercial sites must comply
        with the law and that is they can not dispose of any electronic in the Kekaha landfill.

        Nation wide survey how many people own computer?
        In the survey conducted by Opinion Research Corporation's CARAVAN poll three out of four American adults (76%) claimed

        RESIDENTIAL COMPUTER ON Kauai 1 adults per house (28,321 * .76 = 21,526 individual with computers)
        21,526 * .28 (28% of all televisions replaced in 1 year on Kauai) = 6,026 computer sold on Kauai 1 year
        A computer system can weight 40 pounds (CPU monitor key board mouse speakers and printer).  That would be
        241,068 pounds per year that we can divert form the Kekaha Landfill.
